Milan is a city that lives a double destiny: a capital of innovation, creativity, and opportunity, yet also a place where new forms of vulnerability emerge forcefully—often hidden behind the showcase of growth. The challenge is to transform this paradox—a city that generates wealth while also producing new forms of exclusion—into a coherent response: an opportunity to rethink welfare models, build networks of solidarity, and imagine policies and practices capable of restoring dignity, future, and participation to those at risk of being left behind.
